Advancing Democracy: Proposing a Transition Law for Sierra Leone

Sierra Leone’s political landscape has been engulfed in controversy following the declaration of incumbent President Julius Maada Bio as the winner of the recent presidential election. As an observer deeply entrenched in Sierra Leone’s political landscape for over 15 years, I cannot underscore enough the urgency for reform within our electoral processes. The recent developments in Liberia, culminating in a peaceful transition of power, serve as a poignant reminder of the strides we must take to fortify our own democratic institutions.

 

Sierra Leone stands at a pivotal juncture, grappling with the aftermath of elections marred by hurried and chaotic swearing-in ceremonies. While our neighbors celebrate the orderly transfer of authority, we find ourselves mired in a system that lacks the necessary frameworks to ensure fairness, transparency, and legitimacy.

The contrasts between Sierra Leone and Liberia are stark. In Liberia, a structured process exists for addressing electoral disputes and concerns, fostering an environment of trust and confidence in the democratic process. Meanwhile, Sierra Leone’s hasty transitions leave little room for legal due process, undermining the very foundations of our democracy.

At the heart of our proposal lies the provision for a reasonable period to address legal challenges and appeals. By affording candidates the opportunity to contest election results through established channels, we reaffirm our commitment to fairness and accountability. This, in turn, fosters public trust in the electoral process and enhances the legitimacy of elected officials.

Moreover, a transition law must encompass provisions for the organized transfer of responsibilities, ensuring that incoming administrations are adequately prepared to govern from day one. By promoting continuity and stability, we safeguard against the disruptions that often accompany abrupt transitions of power.

The responsibility for enacting such legislation rests squarely with Sierra Leone’s Parliament, the custodian of our nation’s democratic aspirations. It is imperative that our legislators rise above partisan divides and prioritize the common good. Through inclusive dialogue and collaboration, we can forge consensus on the contours of a transition law that reflects the collective will of the people.

As we reflect on Liberia’s recent electoral experience, we are reminded of the transformative power of democracy. Sierra Leone must seize this moment to chart a new course—one defined by transparency, accountability, and respect for the rule of law. The APC has alleged that the electoral commission, under the leadership of Mohamed Konneh, played a pivotal role in orchestrating fraudulent election results in favor of President Julius Maada Bio. This had adverse effect by disproportionately marginalizing opposition communities and hinder their ability to exercise their democratic rights as enshrined in our constitution. Similarly, ballot tampering, including the destruction or alteration of ballots, undermines the will of the people by distorting the true outcome of the June 24 election resultsThe party claims that the announcement of Bio’s victory on June 25 was a blatant disregard for the will of the people and a violation of the democratic principles that Sierra Leone holds dear. The Party further argues that the election was marred by irregularities, voter intimidation, and ballot manipulation, compromising the integrity of the entire electoral process.

Calls for a Re-Run:

In response to the controversial announcement, the APC has brought further list of issues and have requested the resignation of the Leadership and his executive staffs further, a demand for a  re-run of the presidential election. The call for re-election reflects the party’s commitment to upholding democratic values and ensuring the legitimacy of the electoral outcome. The APC firmly believes that the suffering masses of Sierra Leone deserve a fair and transparent election that accurately reflects their voice and choices. A re-run, according to the Party, is essential to restoring faith in the electoral system and preventing further damage to the nation’s democratic foundations.
